Put flour, sugar, cocoa, baking soda and salt in ungreased and unfloored 9 x 13 inch pan. Level off and mix the ingredients. Make 3 holes. In one hole, put vinegar; in second hole, put vanilla; in third hole, put oil. Pour water over all. Mix well with a spoon. Bake at 325 degrees for 30-35 minutes.
Icing:

Cook flour and milk to a paste and cool. Cream margarine and sugar and add. Mix well. Add cocoa, mix and frost cake.
